DINI‘s Primary Objectives
• What?
– Creating recommendations for standardised and interoperable
information services and communication networks in and
between universities.
– Finding structures and construction for networked digital
publication possibilities.
– Build awareness and political advocacy for an improved and
advanced scientific oriented information infrastructure.
• How?
– Transfer of ideas, knowledge, technologies and
implementation of recent developments in Germany, e.g. OAIPMH.
– Intensify and initiate regional, nationwide and international
collaboration.
– Advice and recommendations for funding bodies, e.g. DFG

Motivation for a Certificate
• Since 1995 development of digital repositories in
Germany
• 2003: Survey of German university repositories
– Disappointing situation regarding the use of standards
• Key issues:
– Document formats
– Metadata: DC, ETD-MS, qualified DC (DL Meta,
Xmetadiss)
– Interfaces: promote OAi-PMH, web services
– Subject cataloguing: MAB2, DDC
– Visibility of repositories within universities

DINI Certificate for Document- and
Publication Repositories
• Certificate launched in 2003 by Electronic
Publishing working group
• Introduced quality control for document- and
publication repositories for the first time
• Defines a set of minimum requirements for a
repository and its operator(s) mandatory for
modern scholarly communication
• Recommends predictable developments that
might turn into future requirements

Impact of DINI-Certification
• By 04/2006: 19 services of about 104
repositories in Germany certified
• Common issues
– policy
– persistent identifiers
– documentation
• Certification as development of the service
– common experience
– coaching process including knowledge transfer
• Certification as marketing device
– experiences range from very good results (e.g.
Chemnitz) to no effect at all

Open Access
• DINI certified repositories are intended to serve as a basis
for implementing both approaches to Open Access:
– The ‘green’ road: Publishing articles in non-OA journals. IRs
may publish post-prints (self archiving): “parallel publishing”
– The ‘golden’ road: Publishing articles in OA journals. IRs may
collect metadata and link to the original article. GAP is
building back office infrastructure for OA journals: “primary
publication”
• In our vision, OA self-archiving and primary OA publishing
are complementary and not contradict.
• DINI and GAP thus cooperate facilitating ‘green’ and ‘gold’
respectively.

Certification and Open Access
• The DINI certificate guarantees that institutional
repositories are
–

reliable and trustworthy,
sources of formally coherent content and metadata,
technically “open” in all respects,
embedded in a coherent institutional policy and
workflow,
– based on clear legal arrangements between institutions,
content owners, and users.
• DINI evaluates repository implementations and
assists other repositories to meet the
certification criteria.
